In the third quarter of 2019, Standards Australia permanently altered this landscape. The body formally reclassified AS/NZS 4801:2001 as “available superseded,” officially establishing AS/NZS ISO 45001:2018 as the definitive framework for safety management systems in Australia.
The Forensic Disconnect Between Legacy and Modern Standards
This transition is not a pedantic, bureaucratic rebranding exercise. It represents a fundamental shift in how the law calculates what is reasonably practicable under the statutory criteria of the harmonised WHS Act.
The legacy AS/NZS 4801 framework was designed in a different era. It was an administrative, process-driven standard that allowed an organisation to claim compliance by maintaining a comprehensive folder of written policies, signed safe work method statements (SWMS), and structured risk registers. It focused heavily on internal accountability loops.

Rushing to adopt ISO 45001 as a quick paperwork exercise is equally dangerous. If you certify your business against the new standard, you are legally bound to execute its advanced leadership and consultation clauses. If a worker is injured and a forensic audit reveals your directors skipped the mandatory verification loops, your own certified management system will be used by the state to secure a criminal conviction.
